Japan Funds Education, Health and Water Projects
H.E. Junzo Fujita, Ambassador of Japan to Uganda, will sign contracts today, at the Embassy of Japan, for the Grant Assistance for Grassroots Human Security Project (GGP), totalling some 1.6 Billion Uganda shillings (US$ 656,420) with the representatives of six recipient organizations, working in the fields of education, health and water sectors.
In the education sector, Iganga Secondary School in Iganga district will receive US$ 97,169 for construction of a library, procurement of desks, chairs and book shelves. The existing library has a limited space that can only accommodate 20 students while visually impaired students use the resource centre which is only large enough to store their learning materials. This project will provide a fully-furnished library, and thus improve the reading environment for 1358 girl students and 38 visually impaired students at Iganga Secondary school.
In the health sector, Nurture Africa in Wakiso District will receive US$ 182,511 for construction of a Children's HIV/AIDS and Primary Health Care Service Centre. Nurture Africa is the only medical centre providing pediatric HIV/AIDS and mother to child transmission prevention and treatment services in the area, however, the current facilities are too small to accommodate those who need urgent treatment. This project will construct a new centre to increase the capacity to over 20,000 patients who will access free HIV/AIDS related services, including safe male circumcision and primary health care services.
Aripea Health Centre III in Arua District will receive US$ 52,040 for construction of a maternity ward at Aripea Parish Health Centre. Currently, the centre has only one small room for maternity services. As a result, patients in need of urgent maternity service have to be referred to the regional referral hospital in Arua town which is not easily accessible. This project will construct a maternity ward to improve the delivery services for over 3,600 mothers per year in Aripea Parish.
Infectious Disease Institute (IDI) will receive US$ 109,566 for construction of maternity inpatient blocks at two Health Centre IVs in Kiboga and Kyankwanzi Districts. These two health centres are the only hospitals which provide free maternity services for a population of over 400,000. They lack adequate facilities for expectant mothers who need close attention. This project will ensure timely access to maternity and delivery services for over 9,000 mothers per year.
The ceremony is joined by Dr Alex Coutinho, the Executive Director of the IDI, a laureate for the Second Hideyo Noguchi Prize. The prize, which was established 2006 by the Government of Japan, is to honour individuals with outstanding achievements in the fields of medical researches and services to combat infectious and other diseases in Africa. Dr. Coutinho has pioneered several approaches to managing HIV/AIDS that have led to the scale-up of HIV/AIDS programmes within Africa and improved the prevention of HIV/AIDS as well as ensured that millions have access to quality HIV/AIDS cares and treatments.
In the water sector, Goal Uganda will receive US$ 116,303 for drilling and construction of 15 boreholes in Agago District. Kotomor sub-county of Agago District was affected by 20 years of armed conflicts, and consequently most of the infrastructure as well as social service deliveries remain dysfunctional. Although the resettlement of the internally displaced persons (IDPs) started since 2006, many people still have no access to safe water in the sites, and therefore water collection is a heavy burden on women and children. This project will improve access to clean and safe water for over 6,000 people in Kotomor sub-county.
Uplift the Rural Poor in Kisoro District will receive US$ 98,831 for construction of 8 rainwater harvesting sheds and 8 water tanks. The site in Muramba Sub-County, located in a remote mountainous area in the south-western tip of Uganda along the borders with Rwanda and the Democratic Republic of the Congo, only 8.5% of the population have access to clean water. Women and children have been forced to walk 10-12Km every day to fetch water. Under such a harsh environment, water borne diseases, school absenteeism and gender based violence are prevalent. This project will improve access to safe water for over 30,200 people in Bunagana Parish.
The GGP is a scheme administered by the Embassy of Japan to support community-based development projects. Since 1992, the Government of Japan has supported 171 projects so far in Uganda as in 2012.
